Building Commissioning Services

On January 1st, 2016, the Texas Comptroller’s State Energy Conversation Office (SECO) adopted the 2015 International Energy Conservation Code (IECC) statewide for commercial construction. The mandatory update went into effect on November 1st, 2016.

The 2015 IECC represents a significant change from the 2009 IECC which was the previous prevailing energy code across most Texas jurisdictions. All building lighting controls must now be commissioned. Building mechanical systems in excess of 480,000 btu/h (40 tons) cooling capacity or 600,000 Btu/h combined service water-heating and space-heating capacity must also be commissioned. Many local jurisdictions (eg. San Antonio and Austin) have well established protocols in place for documenting required commissioning. Building envelope commissioning is not explicitly required by the 2015 IECC. The 2015 IECC does, however, contain mandatory requirements for demonstrating effective envelope performance. The building envelope is the most failure prone component of the building and an effective envelope commissioning program can pay dividends when errors and defects are caught early in the construction process.
